Model Assembly: Bill Summaries

Bill summary updates are due by Wednesday December 13th at 8AM.  Every group must turn in another Bill summary by emailing me the summary.  

(1) Funding:  

Democrats:

E6:  Use current funding already used by districts to pay for evaluations
E2:  Reduce class sizes...$50 million
SB1385: Need to use the correct bill number and cost is $1 million
E4:  Use current school resources (if necessary take away from something else)
HE8: Use current Community College resources (if necessary take away from something else)
SB1326:  Need to use the correct bill number and no cost, but requires a 2/3 vote to pass because it is asking to increase taxes
HE5: Use current resources just more people applying for it
HE2: $10 million
PS6: Use current police budgets (they need to do more with the same budget)
PS8: Use current police budgets (they need to do more with the same budget)
Amendment 64:  Need to use the correct bill and no cost, but requires 2/3 vote to pass because it includes a taxing
PS4: Use current city resources
ACR2:  Need to use the correct bill number and no cost, but requires a 2/3 vote to pass because it is a tax increase
A4:  $5 million
A8: Paid for by increasing permit application fee
A6: $5 million for grants

Republicans:

PS3:  Need a new bill
E5:  Need a new bill
HE7: Use current police budgets (they need to do more with the same budget)
PS5: $1 million
A1:  Paid  for by raising the cost of the health permit and penalities
E1:  Use current school budgets (they need to do more with the same budget)
HE3:  $1 million for textbook companies to be encouraged to do this switch
AB40:  Need to use the correct bill number and no cost and use current budgets (they need to more with the same budget)
SB292: Need to use the correct bill number and no cost for the government.  The businesses pay the cost of meeting the new requirements
AB224: Need to use the correct bill number and no cost, just use monies already used for this (current funding)
HE1:  No additional cost, all Cal Grant $ for documented and citizens
E3:  No additional cost, just increasing penalities
A5:  Business putting on the event will pay the cost of action plan
HE5: No additional cost, just less monies coming in for the university and more competition for Cal Grants
PS7: Raising taxes, so needs 2/3 vote to pass
SB402:  Need to use the correct bill number and no cost, use current budget to enforce (they need to do more with the same budget)

(2) Preamble

The preamble is a one-sentence purpose to your bill.  The preamble should be listed under the title.  Please note that preamble must be an accurate reflection of the bill.

(3) Format
  • one-page maximum
  • should include introductory information as already noted, problem, solution, party stance and how it helps your constituents.
  • solution should not be an argument for your bill, it should just be an explanation of what solution(s) the bill offers
  • summary should incorporate work from the ESA and the survey
